Department : Organization of financial activities of troops

Folk wisdom says: “ It is not the places that grace the men, but men the places.” Since its establishment, the financial service has been renowned for its competent, highly qualified specialists - true professionals in their field. The history of training such specialists is an important stage in the formation of the Armed Forces, which deserves special attention.

The real forge of qualified personnel for the financial service of the USSR Armed Forces, and subsequently the Republic of Belarus, was the Yaroslavl Higher Military Financial Order of the Red Star School named after Army General A.V. Khrulev, which trained financial officers since its establishment in 1938.

In 1997, in accordance with the resolution of the Council of Ministers of the Republic of Belarus of August 29, 1997, No. 1145, a financial cycle was organized at the military department of the Belarusian State Polytechnic Academy under the leadership of Colonel Vysotsky V.I. Later, in 1999, it was transformed into an independent structural unit of the military department headed by Colonel Penkov E.A., and then the enrollment of students for training under the program of training reserve officers in the specialty “Finance and Military Economics” began. These events became one of the prerequisites for the beginning of training of military financial specialists on the territory of our country. The most significant reason for refusing to train military personnel in financial specialties on the territory of the Russian Federation was that due to significant differences in the legislation of the Republic of Belarus on financial and economic and financial issues from the Russian one, graduates of the Yaroslavl school had to independently and in a short time study a huge layer of the legislation of the Republic of Belarus, because training at the school was based on a purely Russian regulatory framework.

For this reason, a decision was made to train personnel for the financial bodies of the Armed Forces at the Belarusian National Technical University, where at that time there was already a military department that prepared reserve officers in the specialty “Finance and Military Economics”. And so, in accordance with the resolution of the Council of Ministers of the Republic of Belarus of June 11, 2003, No. 755, the military department of the BNTU was reorganized into a military-technical faculty, which included a financial department (later - the department “Organization of financial activities of troops”), which since September 2003 has been training staff officers for the Armed Forces and other military formations in the specialty 1-25 01 07 “Economics and management at the enterprise” specialization 1-25 01 07 30 “Financial support and economics of combat and economic activities of troops”. Thus, a small financial cycle that was born in 1997, preparing exclusively reserve officers, already in 2003 became a graduating financial department of the military-technical faculty at the BNTU, which for many years has been supplying the Armed Forces, the State Border Committee, the State Security Committee, the internal troops of the Ministry of Internal Affairs with highly qualified military specialists.

The department was headed by: from 2003 to 2006 - Colonel Penkov E.A., from 2006 to 2012 - Colonel Falevich G.F., from 2012 to 2018 - Colonel Tropec V.A. From September 1, 2018, the department “Organization of financial activities of troops” was transformed into a cycle based on the department “Tactics and general military training”. The cycle was led by: from 2018 to 2020 - Lieutenant Colonel Vybodovsky A.A., from 2020 - Major Bykov V.V. Since March 29, 2024, the cycle has been transformed into the department “Organization of financial activities of troops” which trains staff officers in the specialty 6-05-0311-02 “Economics and management” with a profile “Financial support and economics of combat and economic activities of troops”. The department is headed by Lieutenant Colonel Bykov V.V.

During the existence of the department, the following officers served there: Kondak V.Ch., Kupreev M.V., Pavlik V.S., Kunitsa V.V., Sitkovich D.F., Barmutsky R.I., Novikov A.A., Lakhay L.A., Evdorov V.A., Dovgaylo D.A., Tombasov M.V., Molevanov A.S. At present, the officers Lipen M.G., Bolshakova A.V., Lipovka Yu.F., Gaishun O.V. continue to train financial staff. It is worth noting that the teaching staff improves the level of professional competence and pedagogical skills. Representatives of the department have a degree of “Master of Economic Sciences”, diplomas of the second higher education, undergo retraining in pedagogical and psychological specialties, perform dissertation research within the framework of mastering educational programs at the postgraduate level. Many teachers are graduates of the department “Organization of financial activities of troops”. These are high-class specialists who pass on to cadets the experience of service activities both in the units of the Ministry of Defense and in other security agencies.

During the period of activity, more than 178 staff officers (20 completed their studies with honors, of them - 5 with honors and a gold medal), as well as 498 reserve officers were prepared.

The term of study for cadets is 4 years. All necessary conditions have been created for cadets, contributing to the high-quality mastering of the profession chosen by them, there is an infrastructure that meets modern requirements, excellent living conditions for life, study and rest have been created. In addition to specialized disciplines, the program for preparing cadets includes more than 40 academic disciplines from the field of economics, taxation, law, foreign languages, tactics, fire training, military economy, organization of production, management, control activities and budget relations. The connection of education with practice is facilitated by conducting classes using specialized software, internships and internships in the troops, performing coursework in units and military units are provided for by the curriculum. An important factor in the quality of the educational process is the conduct of classes by specialists of the main financial and economic management of the Ministry of Defense, the State Border Committee, other ministries and departments. One of the traditions in the system of training financial staff is holding meetings of cadets with graduate officers.

The training of financial staff is not limited to academic classes only. An important component of the training of future professionals of the financial service is the participation of cadets in scientific and practical events. The effectiveness of this work is confirmed by numerous awards not only at the republican, but also at the international level. One of the traditions is the holding of an international scientific-practical conference on the problems of financial support with the participation of specialists and well-known scientists of the Republic of Belarus and the Russian Federation.

In general, the system of training staff officers for the financial bodies of the Armed Forces meets the requirements of practice, ensures a high level of professionalism of graduates-financiers.
