From August 25 to 28, 2026, representatives of the Research and Testing Center for Vehicles (RTC TS) of the BNTU branch "Research Polytechnic Institute" paid a visit to Kaliningrad Motorcycle Plant LLC in the Russian Federation. The delegation included Oleg Sonich, Head of RTC TS, and Igor Marshchak, Lead Engineer at the center.
For reference: Kaliningrad Motorcycle Plant LLC is a company with a rich history, specializing in the production of motorcycles, scooters, quadricycles, ATVs, and motorized towing vehicles under the BALTMOTORS brand. The company began operations in 2004 as Baltmotors Technology LLC (receiving its current name in 2007) and became the first assembly plant in Russia for BALTMOTORS motorcycles using components from the Chinese company QINGQI, which remains a reliable partner for the plant today. Serial production of motorcycles has been established here since 2009, ATVs since 2010, and quadricycles since 2016. In 2024, Kaliningrad Motorcycle Plant LLC expanded its cooperation horizons by signing an agreement with PC Irbit Motorcycle Plant LLC. The agreement provides for work to be performed using materials and components from the Kaliningrad plant, using the Irbit plant's premises and equipment as an assembly site, where production of four-wheeled motor vehicles has already begun. The main objective of the visit was to monitor the production of previously certified BALTMOTORS category L7 vehicles (BM700 type). Furthermore, under a contract with the plant, specialists analyzed the production status of BALTMOTORS category L3 vehicles (2x2 ATV type) directly at the assembly site in Kaliningrad.
During the visit, the BNTU delegation held working talks with the plant's management responsible for production and product quality, including Dmitry Damaev, Director of Kaliningrad Motorcycle Plant LLC.
A team from the product and service certification body, POLITEKH-SERT (a branch of BNTU NIPI), conducted a rigorous assessment of production compliance with the requirements of the Technical Regulations of the Customs Union "On the Safety of Wheeled Vehicles" (TR CU 018/2011). The analysis and monitoring covered a wide range of production processes:
Following the inspection, certain nonconformities were identified at the production facility. The further development and implementation of a corrective action plan by the plant will serve as the basis for confirming that the control methods fully comply with the requirements set forth in the regulations.
The recent visit by university representatives to the Kaliningrad region marks an important step in strengthening mutually beneficial cooperation between Kaliningrad Motorcycle Plant LLC and the Research Polytechnic Institute.
