Commentary by BNTU Rector Sergei Kharitonchik on the topic of amendments to the Rules for the admission of persons for higher and secondary specialized education

Today, applicants and their parents are actively preparing for admission: they study specialties, admission rules, features of educational process, and attend open days at universities across the country. The admission campaign to Belarusian universities in 2024 does not introduce major changes, but is intended to improve the higher education system and make it more efficient and in line with modern requirements.

Last year, the education system underwent a number of changes, and they showed how interesting and multifaceted, open and receptive to all innovations our education system and our legislation are. My observations show that the introduced changes to the admission rules had a positive effect for applicants, but, like all innovations, after practical testing this year they have been slightly adjusted.

Modernization of the Rules for the admission of persons for higher and specialized secondary education is an important step in the development of the education system. In my opinion, these changes make higher education even more attractive, which will attract a larger number of motivated applicants.

The 2023 admissions campaign showed that the Admission Rules were implemented taking into account the principles of transparent and fair assessment of applicants’ knowledge. I believe that holding the CE and CT in 2024 at the same time for all graduates of the current and previous years will improve the provision of equal conditions for applicants taking the CE and CT.

In Belarus, 2024 has been declared the Year of Quality, which means increased attention to quality issues in all spheres of life, including education. It is important that a balance between access and quality is maintained and all applicants have an equal opportunity for admission, regardless of their socio-economic status.

Today we pay great attention to targeted training of specialists, since it is necessary for the national economy and its real sector. I am confident that admitting students to study at the basis of a targeted contract at higher education institutions is one of the most promising and sought-after ways to obtain a qualitive education with a guarantee of subsequent employment. In my opinion, the most motivated, capable, comprehensively developed applicants should study on the terms of targeted training; which will also be facilitated by innovations in the Rules.

In order to support talented, creative and purposeful youth, who the hopes and prospects for the future of our country are connected with, and to attract them to obtain higher education, in 2024 conditions for admission to a number of specialties without entrance examinations have been improved.

The status of gifted young people who have successfully mastered the content of the educational programs of the educational institution “National Children's Technopark” has been increased. Additional conditions have been created for them and the list of specialties of the higher educational institutions for admission without entrance examinations has been expanded.

I also think it’s fair that from this year we have the opportunity to accept lyceum graduates without entrance tests. Such an admission system will ensure the continuity of the School-University education system and, of course, will encourage lyceum students to study complex and interesting subjects more actively in order to increase a school certificate score, successfully pass final exams and be accepted into a university without additional tests. Moreover, this will help universities replenish their ranks with professionally oriented students who will be able to make a significant contribution to the development of science, technology and society as a whole.

I am confident that the updated rules will allow future students to take a more conscious approach to choosing a specialty and educational institution. Of course, such innovations will help improve the quality of education and create conditions for realizing the potential of those young people who want to get higher education. This is an important step towards building a successful and competitive society, where every person has the opportunity to get a qualitive education and realize their talents.
