The Belarusian national technical university is the basic organization of the State Parties of the Commonwealth of Independent States for education, retraining and professional development of staff for work rationing. In this regard on November 15 and 16 in the scientific and technological park of BNTU "Politekhnik" took place the International scientific and practical conference "The organization and rationing of work: science, education, practice". During the conference problems of methodology, science and practice in the field of the organization and rationing of work, questions of preparation, retraining and professional development of experts in the organization and rationing of work were discussed.

Among conferees - scientists, graduate students, applicants and undergraduates, experts in the field of the organization and rationing of work from 10 various countries: Belarus, Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Poland, Russia, Tajikistan, Uzbekistan and Ukraine.
In the first day of a conference welcome speech was made by Kalinichenko Alexander Sergeyevich, the acting director of the branch of BNTU "Research Polytechnical Institute", Sazonov Alexey Andreevich, PhD Econ., the director of the department of humanitarian cooperation, general political and social problems of Executive committee of the CIS and Pyurko Yury Iosifovich, the chief of head department of the Ministry of Labour and Social Protection of Republic of Belarus. Each of speakers greeted attendees, having marked out foreign guests and also pointed to importance of a subject of a conference at the present stage of development of a system of rationing of work.
Lebedev Sergey Nikolaevich, the Chairman of Executive committee – the Executive secretary of the Commonwealth of Independent States, sent to conferees a greeting in which noted that cooperation in the social and labor sphere is one of priority activities of the Commonwealth of Independent States. In the greeting Sergey Nikolaevich defined the leading role of the Advisory Board in development of mechanisms of interstate cooperation in the social and labor sphere that is an important link of ensuring activity of the Commonwealth of Independent States. Mironova Tatyana Nikolaevna, the director of scientific research institute of work of the Ministry of Labour and Social Protection of Republic of Belarus, in the report marked questions of formation of a control system of rationing of work in Republic of Belarus, its role in increase in efficiency of managing:
The main objectives of rationing of work are ensuring rational use of labor potential of workers, determination of their optimum number and effective loading, increase in productivity and efficiency of work on the basis of creation of a complex system of the organization and rationing of work, use of the modern tools and methods of rationing of work allowing to regulate work of different categories of workers, respect for unity of the norms operating in the organization for ensuring their equal tension and reasonable differentiation in compensation, decrease in labor input of works with the purpose of economy of labor expenses and also financial means on compensation
Tatyana Nikolaevna briefly presented results of the analysis of a condition of rationing of work in the commercial organizations subordinated to state bodies, more detailed discussion will take place on the second day of the conference.

Omelchenko Irina Borisovna, PhD Econ., the associate professor, the director of the Center of studying of the labor relations and labor market of Federal state budgetary institution "All-Russian Research Institute of Work" Ministries of Labour and Social Protection of the Russian Federation made the report on rationing of work in the Russian Federation as the most important instrument of increase in labor productivity:
The existing national system of rationing of work in the Russian Federation and various methodological approaches to its improvement do not create added value to the state and business today. The traditional view of rationing of work does not allow subjects of the production environment to consider the system of rationing of work as continuous process capable to increase labor productivity prompt rates. New judgment of this problem and the choice of the decision for rational steps on application of these or those methods as necessary and local blocks is necessary.
Also in the report understanding of components of a modern system of rationing of work in their influence on the level of development both the enterprises, and economies in general was mentioned.

Bereshev Serikzhan Hamitovich the Doctor of Economics, professor, the director of Kazakh Scientific Research Institute of Work LLP of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the performance opened a subject of state regulation of rationing of work in the Republic of Kazakhstan. Serikzhan Hamitovich told about the place of rationing of work in two the last Labor codes of the Republic of Kazakhstan of 2007 and 2015, having especially allocated consequences of innovations:
Now in RK are approved and only 2 types of interindustry standards for work work: interindustry standards of number of the workers occupied with service of office and public buildings and interindustry standard time of employees of services of human resource management. There are no data on the approved industry standards. Norms of work are available only at the enterprises holding a monopoly position in the market. Practically there is no training of qualified specialists in the sphere of rationing of work

Dusmatov Salimzhon Musurmanovich, the director of Republican scientific center of the Ministry of employment and work, the Republic of Uzbekistan made the report on the subject "The Main Directions of Development of a System of Rationing of Work in the Republic of Uzbekistan". Salimzhon Musurmanovich noted such functions and obligations of scientific center of employment and labor protection as development of scientific suggestions for improvement of social and economic development of employment of the population and protection, carrying out researches of labor migration, generalization internal migratory questions and their justification, implementation of the international projects concerning labor migration, introduction of the mechanism of employment of citizens of Uzbekistan abroad, and foreign citizens in the Republic of Uzbekistan and others.
Karpenko Elena Mikhaelovna, the Doctor of Economics, professor, professor of department of economy and the organization of machine-building production of BNTU noted importance of education and preparation, to retraining and professional development of shots on work rationing:
In market conditions of managing rationing of work gains the increasing value in increase in efficiency of use of live work (a human factor) and acts as one of the most important elements of a personnel management system. Rationing of work is the cornerstone of detection of competitive advantages of the enterprise, including cost minimization and optimization of production time of products
Elena Mikhaelovna teaches in BNTU such disciplines as economy of mechanical engineering, functional and cost the analysis and the international economy and foreign economic activity.
In the first day of a conference of a speech of speakers laid the foundation for further discussions and discussions on the organization and rationing of work in the Commonwealth of Independent States.

The moderator of section of methodology of the organization and rationing of work opened the second day of a conference Dergay Victor Nikolaevich, the manager of the Republican center of rationing of work of "Research Institute of Work of the Ministry of Labour and Social Protection of Republic of Belarus" institution. His performance was on a role of the basic organization of the State Parties of the Commonwealth of Independent States in the sphere methodical and organizational technical support of works in the field of work rationing:
The republican center of rationing of work renders the practical help to the research and commercial organizations in introduction of effective methods in work rationing, conducts formation and updating of republican bank of norms and standards for work, carries out personnel diagnostics in the organizations for identification of excess number of workers, holds seminars trainings for heads and specialists of the organizations, consultations on work rationing.
Victor Nikolaevich reported to listeners on problems of a modern situation in the sphere of rationing of work, the conceptual directions of cooperation of the State Parties of the CIS in work rationing, the main activities of the basic organization, the direction of improvement of work of the Basic organization in the field of methodical and organizational technical support of works on rationing of work and also an example of cooperation of the basic organization with economic entities of the member states of the CIS.

Dolinina Tatyana Nikolaevna, PhD Econ., the associate professor, the associate professor, professor of "Economy and Management at the Enterprises" department reported to BNTU on a role of rationing of work through a prism of structurally functional intra-corporate model of compensation:
Basic elements of compensation are organizational and technical rationing of work and to tariff rationing of the salary, the being basic elements of the organization of compensation. If these elements provide performance of reproduction function fully, then other considered instruments of compensation have "chance" to provide performance of "own" functions, and, on the contrary.
Tatyana Nikolaevna paid special attention to the following functions of compensation: the reproduction, compensating, regulating, stimulating, social function, function of maintenance of competitiveness of the organization.

Eselkhanova Gulzhayna Abdygasenovna, to. б. N, the acting deputy CEO for scientific work of RGKP "Republican Research Institute on Labor Protection of the Ministry of Labour and Social Protection of the Republic of Kazakhstan" was made the report by "The labor protection control system on the basis of management of professional risks in the Republic of Kazakhstan":
It is necessary to create the system of assessment of quality of each workplace to reveal real harmful effects in each concrete workplace, to establish guarantees for harmful working conditions personally for each worker, to save the employer from payments of compensations if he provided favorable and safe working conditions. The system has to be independent, professional and competent. It is necessary to create the system of the regulations harmonized with the best world practices, directed to introduction of a control system of professional risks.
Gulzhayna Abdygasenovna reported on the current situation in the field of labor protection, a condition of labor protection in the Republic of Kazakhstan and also devoted attention to the applied approaches by determination of duration of an additional holiday for work with harmful and (or) dangerous working conditions.

Smagulov Agybay Dynkenovich, the vice-chairman of executive committee – the Executive secretary of the CIS, made the report on "To a Question of Rationing of Work in the State Parties of the CIS". Agybay Dynkenovich noted that against the background of development of economy of work the solution of questions of further deepening of interaction of the State Parties of the CIS in the organizations and rationing of work continues to remain the priority activity of the Commonwealth aimed at joint strengthening of professional communications and rapprochement of approaches to the organization and rationing of work.
Vakhovich Inna Vladimirovna, PhD Econ., associate professor director of LLC Ey Em Vee Engineering Kiev, Ukraine made the report on the subject "Justification of Number of Service of the Engineer-consultant". Having told about qualification characteristic and certification of the engineer-consultant in Ukraine, Inna Vladimirovna especially noted the list of basic services of the engineer-consultant in Ukraine. In the presentation on a concrete example was approaches to rationing of services of the engineer-consultant in Ukraine are shown.

Apyonok Valery Vladimirovich, the assistant manager laboratory of development of standards in construction made JSC Scientific Research Institute Stroyekonomika the report on the subject "Problems of the Organization and Rationing of Work of Workers in Construction in Republic of Belarus and a Way of Their Decision":
The existing shortcomings of the system of rationing of work of construction cause the necessity of scientific judgment and practical assessment of problems and development further of ways of its reforming, especially in the conditions of carried out now in the republic of work on liberalization of economic activity.
Valery Vladimirovich especially noted that the separate construction organizations are definitely concerned that when carrying out collection of data on the actual labor input on performance of separate types of works directly on construction objects some "toughenings" of norms are possible (in respect of their reduction), and under any pretext refuse such assistance.

After a short but friendly coffee break the second section of a conference on preparation, retraining, professional development of shots on the organization and rationing of work as which moderator Golubova Olga Sergeyevna, Candidate of Economic Sciences, the associate professor, the head of the "department of Economics in Civil Engineering" of BNTU acted began:
On the basis of BNTU from 60th years of the last century training in "Economy and the organization of production" in the directions of construction, mechanical engineering, instrument making, etc. is provided. Alekseenko Lilia Feliksovna, Candidate of Economic Sciences, the scientific secretary of "Research Institute of Work of the Ministry of Labour and Social Protection of Republic of Belarus" institution, made the report on the subject "Control System of Rationing of Work in Republic of Belarus":
Results of implementation of industry programs are: the average level of coverage work rationing – 72.4%, the share of workers with a price-work form of compensation in the total number of workers makes 38.8% which work is completely captured by rationing. Level of performance of norms of work: workers with a time form of compensation made – 110.4%; workers with a price-work form of compensation – 123.9%.
Lilia Feliksovna especially noted that one of problems of implementation of industry programs is the fact that not all state bodies provide timely modification and additions in industry programs.

Volkova Svetlana Aleksandrovna, PhD Econ., the associate professor of economy and management at the enterprise of mechanical engineering of the Voronezh state technical university presented the report on problems of increase in efficiency of the organization of use of human resources at the hi-tech enterprises.
Key problems of increase in efficiency of use of human resources it is possible to call that the system of professional education does not meet fully the requirements of modern production, the low level of motivation of employees, low level of the organization of work, etc.
Svetlana Aleksandrovna also offered some directions of increase in efficiency of use of human resources at the hi-tech enterprises: work in design groups, development of scientific and technological career, a training of employees, innovative methods of work with employees, etc.

Glubokiy Sergey Vladimirovich, PhD in Technological Sciences, the associate professor of economy and the organization of machine-building production of BNTU, made the report on establishment of evidence-based performance standards by results of market researches. An objective of this research is selection of adequate mathematical models for scientific justification of performance standards on the basis of results of market researches.
There are two alterantivny approaches to rationing of work on the basis of market parameters: a method of a consecutive chain of the relations (a method of quantitative assessment of the basic market – the strategy of the COBRA) and a method of the trend analysis of dynamic ranks (the strategy of "smoothing sliding").
Sergey Vladimirovich in the report explained that performance standards can be evidence-based by smoothing sliding models, basic data can be provided for scientific justification of performance standards by the market researches executed by methods of quantitative assessment of the basic market and the trend analysis of dynamic ranks and also that the rule of a mazhorantnost of average sizes can be complemented with models of an average pentichesky, average sikstichesky, average septic, average oktichesky, etc.

Tarasevich Valentina Ivanovna, PhD Econ., the associate professor of BGEU, carried out the report in the form of a conversation with participants on rationing of work in an enterprise management system. Giving examples from practice she brought up questions of the procedure of rationing of work at the enterprise, requirements to qualification of the engineer on rationing of work and as a result of need of profile training at base of the higher education.
Ustinovich Irina Valeryevna, PhD Econ., the associate professor of business administration of BNTU, presented the report on the organization and rationing of work at the small and medium enterprises.
Structure of the wages fund following: the share of a tariff part in salary makes 58% so-so on the republic and 61% in branch of production of goods. At the same time the specific weight of payment of the stimulating character is 29% so-so on the republic and 25% of the industry of material economy. At the same time 10% of the commercial organizations apply the flexible system of compensation.
Irina Valeryevna also noted that monitoring of application of flexible systems of compensation as of 01.07.2017 revealed 9% of the organizations which applied the flexible system of compensation. However the share of such organizations increased almost by 40 times in 6 months 2017.
