Today, March 15, the Republic of Belarus celebrates Constitution Day - a holiday dedicated to the main law of the country.
“Dear employees and students of the Belarusian National Technical University! I congratulate you on the national holiday - Constitution Day of the Republic of Belarus.
For our country, this day is filled with special meaning. The Basic Law of sovereign Belarus has successfully passed the test of time - for more than thirty years it has served as the unshakable foundation of our statehood. Adopted for the first time in sovereign Belarus in 1994, the Constitution officially proclaimed the independence of our people and created a legal framework that allowed Belarus to emerge as a strong and socially oriented state. More than three decades of stability confirm that the path we have chosen is correct, and the ideals of justice and democracy enshrined in the Constitution are unshakable.
Today we are witnessing a new stage in the development of our state. The most important milestone was the granting of constitutional status to the All-Belarusian People's Assembly. This decision made the public administration system even more stable.
We are already seeing real practical results of this work: in 2024 and 2025, the first and second meetings of the Supreme Council in the new status took place, at which documents of strategic importance were adopted. The approval of the Military Doctrine, the National Security Concept and the Socio-Economic Development Program for 2026–2030 serves as a clear example of how the Constitution of the Republic of Belarus responds to the challenges of our time, guaranteeing peace and confidence in the future.
For us, representatives of the country's leading technical university, the Constitution is a guideline in the development of science and education. It creates conditions for unlocking the potential of young people, protects the work of scientists and teachers, and directs our efforts to creation for the benefit of society and the entire country. Knowing and respecting the Basic Law is the civic duty of every student and employee of BNTU, a guarantee of continuity of generations and loyalty to one’s roots.
On this holiday, I wish our native Belarus peace, unity and prosperity. May the Constitution continue to remain a reliable support for each of us, guaranteeing order and harmony in our common home. I wish you good health, inexhaustible inspiration and new achievements for the benefit of our beloved Motherland!

History of the holiday
The history of constitutional construction on the Belarusian lands before the state acquired the status of independence includes five Constitutions: 1919, 1927, 1937, 1978, 1994. These documents formed the foundation of the Belarusian state, determined the structure of power, and established the rights and responsibilities of citizens. Despite the differences in each of the Constitutions, they all reflected the principles of the socialist system, reflecting the spirit and ideological guidelines of their time.
The adoption of the first Constitution of sovereign Belarus took place on March 15, 1994 at a meeting of the Supreme Council of the 12th convocation. Two weeks later, on March 30, the document officially came into force. This date received the status of a state holiday on March 26, 1998, according to the Decree of the President of the Republic of Belarus, and since then has been celebrated annually by the entire country.
The event became a turning point in the history of the Belarusian state. The Basic Law established the status of the republic as a unitary democratic social state governed by the rule of law. The Constitution declared man, his rights and freedoms to be the highest value and introduced the institution of the presidency. This document consists of a preamble and 9 sections, in which there are 156 articles.
The current Constitution is a document that developed along with the independent state. Important changes were made to the Constitution based on the results of republican referendums:
A new stage of constitutional development began in 2022, when in a republican referendum the Belarusian people supported large-scale changes to the Basic Law. In Belarus, on February 25, 2024, a single voting day was held for the first time - elections of deputies to the House of Representatives and local Councils of Deputies, which confirmed the effectiveness of the new format.
In continuation of the development of constitutional provisions, on April 24–25, 2024, the first meeting of the seventh All-Belarusian People's Assembly was held, where the Chairman of the Supreme People's Assembly, the Deputy Chairman of the Supreme People's Assembly and the Presidium of the Supreme People's Assembly were elected. Under the motto “Time has chosen us!” The delegates approved the Temporary Regulations of the All-Belarusian People's Assembly, as well as key documents - the Military Doctrine and the National Security Concept, defining the strategic directions for the country's development. The second meeting of the seventh Supreme Council was held on December 18–19, 2025, where the Program of Socio-Economic Development of the Republic of Belarus for 2026–2030 was unanimously adopted, setting guidelines for the new five-year plan.
Thus, March 15 is a date with enormous history and significance for the Belarusian state, a symbol of its inextricable connection with the people, a reminder that honoring the Basic Law is the duty of every citizen of the country.
BNTU on this day
At the Belarusian National Technical University, Constitution Day is celebrated with festive events and patriotic actions. This event becomes an occasion at the university not only for solemn congratulations, but also for an in-depth study of the foundations of the legal system.
On the eve of the holiday, the university traditionally hosts unified information days and dialogue platforms. Speakers include government officials and legal experts. Such meetings allow students to learn about the role of youth in the life of the state and the meaning of the Constitution for every citizen. BNTU faculties organize thematic quizzes and round tables that show the involvement of students in shaping the future of the country. In addition, for the holiday, they organize the presentation of membership cards of youth organizations, such as the PA "Belarusian Republican Youth Union" with the rights of the Republic of Kazakhstan BNTU, the primary trade union organization and the PA "Belaya Rus" with the rights of the Republic of Kazakhstan BNTU.
Also on Constitution Day, BNTU receives congratulations from partners from Belarusian and foreign universities and organizations. This emphasizes the authority of BNTU and the strength of ties based on common values.
Constitution Day at BNTU is a reminder that respect for the law and responsibility for the future of the country begins with each of us!
