On July 23, 2026, the IIASRP BNTU hosted a key industry seminar for HR managers and leading specialists from construction companies and organizations on the topic of "Improving the System of Personnel Training, Retraining, and Advanced Training at Construction Companies and Organizations in Accordance with Legislative Requirements in the Context of the Concept of State HR Policy of the Republic of Belarus (until 2030)."

The event, held in the format of a lively dialogue, brought together 45 HR managers and specialists from companies and organizations under the jurisdiction of the Ministry of Architecture and Construction.

The event was initiated and organized by the Department of HR Policy and Ideological Work of the Ministry of Architecture and Construction.

The seminar was opened by S.S. Kapranov, Head of the Personnel Development and Ideological Work Sector of the Department of Human Resources Policy and Ideological Work, who outlined to the participants the strategic objectives of the industry and the importance of implementing the Concept of State Human Resources Policy.

The seminar was moderated by Yuri Dmitrievich Primak, Dean of the Faculty of Construction and Real Estate at IIASRP BNTU, who ensured active interaction between speakers and participants, focusing the audience's attention and interest on the key issues on the agenda.

The context and challenges of the industry: why it was so important to understand the system for organizing continuing education
The construction industry operates under extreme workload. High seasonality, staff turnover, and the need to manage a huge number of diverse specialists and workers dictate new rules.

Today, HR professionals are required not only to have general knowledge but also to employ nuanced, individualized approaches. HR specialists must deeply analyze the needs of departments and skillfully balance external resources (advanced training institutes, training centers) and internal ones (corporate training centers, mentoring). These challenges, as well as existing resources and opportunities for their effective use, became the focus of the discussions.

Regulators' Views and Practitioners' Experience: How the Seminar Went
The participation of representatives from government regulators added a special dimension and depth to the seminar. Svetlana Alekseyevna Kovchur, Head of the Ministry of Education's Department of Continuing Professional Education, served as the day's key expert, consistently presenting the regulator's perspective across all key modules of the meeting.

In her presentations, Svetlana Alekseyevna presented innovations and prospects for state regulation in the area of ​​continuous personnel training, and also examined in detail the legal framework for establishing corporate training centers and mentoring units at enterprises.

Workforce: From Professional Standards to Resource Integration
Workforce training is one of the most pressing issues in the construction industry. Liliya Alekseenko (Head of the Center for the Development of the National Qualifications System at the Research Institute of the Ministry of Labor) and Mikhail Aleksandrovich Semenchuk (Head of the Brest Branch of the IIASRP BNTU Outreach Training Center) addressed the issues of worker staffing, including the recruitment of foreign labor.

Liliya Alekseenko focused the participants' attention on the new requirements for worker training in light of the transition from the Unified Tariff and Qualification Reference Book (ETKS) to professional standards. She explained the differences with the established system and highlighted the opportunities that HR professionals have gained through the introduction of a new profession through professional standards mechanisms.

Mikhail Semenchuk (Head of the Brest Branch of the IIASRP BNTU Outreach Training) shared the unique experience of the Brest Branch of the IIASRP BNTU Outreach Training in interacting with HR staff and methods for integrating the resources of enterprises and educational institutions, and also discussed the specifics of training foreign workers.

The seminar focused on developing an internal system for continuous training of enterprise personnel using their own facilities, as well as organizing interactions with educational institutions to meet all needs.

Presentations on the pros, cons, and real-life cases of creating in-house training centers were presented by Anna Penkovskaya (Head of the Training and Development Center Department at Keramin OJSC), Sofia Sychevich (Head of the HR Department at Granit RUP), and Alena Zasimuk (Training Specialist at Granit RUP).

Digital Transformation of HR Processes in HR
Modern HR professionals cannot function without IT tools – this is the conclusion reached by Irina Lopina (Deputy Director for Ideological Work at IIASRP BNTU) and Svetlana Khinevich (representative of the developer company ExpertCenter LLC, creators of the Enterprise HR Management software).

The speakers presented practical cases of using artificial intelligence and specialized software to automate routine HR functions.

The theoretical part seamlessly transitioned into practical training. After lunch, the participants went on a tour of IIASRP BNTU, where HR managers were given a firsthand look at the institute's cutting-edge training and simulation facilities, innovative technologies, and simulators to support continuous education on construction sites and in the workshops.

Event Results
The seminar served as more than just a lecture platform; it also provided a space for networking and developing common approaches to implementing the Concept of State Personnel Policy until 2030 and the objectives of creating an industry-wide system of training, retraining, and advanced training in the construction industry.
