Graduated with honors from the Tajik Polytechnic Institute (1973) with a degree in Engineering Technology, Machine Tools and Tools. As part of the delegation of students from Tajikistan, he took part in the All-Union Students' Rally in Moscow (1972). After graduating from the graduate school of the Belarusian Polytechnic Institute in 1980 and defending his dissertation, he worked as a teacher, head of the department of the Tajik Polytechnic Institute. In 1991 - 1992 worked in the Ministry of Industry and the State Planning Committee of the Republic of Tajikistan.
Since 1998, he has been working at the Department of "Design and Production of Instruments" of the BNTU, is responsible for training specialists in the specialty "Technology and equipment of jewelry production."
Under the leadership of Lugovoi V.P. 3 master's theses were defended. Vyacheslav Petrovich is a creative person. Since childhood, he has been fascinated by painting. Most of the works (can be found at the link) are written in the open air. In 2018, a personal exhibition of works by V.P. Lugovoi.
